This reinforces the Canadian committment to not for profit care.
Provinces that allow extra billing risk losing transfer payments from the federal government as the Canada Health Act requires that "insured medically necessary" health care be publically funded. - physicians are excepted - they operate as private businesses BUT get paid for health care delivery on a fee for service basis with rates negotiated with the provincial government by their provincial association which acts as a trade union.
Quite different from the USA eh?
